Peni absolutely is one-tricked.
I agree that Wanda is weak. Her winrate happens to coincide with that. But winrate is still a bad stat to assess hero strength in a game with varying hero difficulty and where you can switch mid game.
I'll explain again if you want me to why that is.
Hela's winrate is 45% at C+, yet she is far stronger than Magik.
