I have heard some people say theorize that Raiden idolized or fears Ronova because death is essentially is the ultimate form of Eternity. We always thought Raiden was a bad Ruler for allowing so much death to happen and rhat Kokomi was insane for becoming buddy buddy with the Shogunate after the war. However, if we look at it a different way, death being the ultimate eternity might be considered an honor among Inazumans. The Inuzamans could possibly all be naturalized into accepting Ronova's reign as law so death becomes something common, casual, and accepted no matter how cruel it seems. It could also be Mihoyo ans the Chinese government's way of stealthily insulting the Japanese Samurai's motto of "honor in death" philosophy by making the island based on Japan into worshipping death. There is a weird amount of layers to this whole thing with Ronova and Inazuma. I hope we get a more clear explanation in the future.
