That is one of the gay parts of NATO that proves it is really just a grift by accountants and bureaucrats.
Nobody cares what you deliver, only that you spend the money and spend it on equipment following American standards.
Oh, and in case of war you lose authority over your armed forces.
They are now commanded from Washington, just like the Ukrainian forces have been so far.
