That's how Takahashi does things. There's a whole episode in Fang of the Sun where the central plot is a government administrator trying to work out agricultural reform between poor sharecroppers and rich landlords while the guerillas try and figure out how to get guns from Earth. I swear the only reason he included mecha fights every episode was because he was contractually obligated to by the merchandising sponsors.
