Because that's what most people wore back then. Nobody went around putting together larpy costumes like guys do these days. Men didn't care about fashion all that much until social media blew up in the 2010's. Before that most men wore whatever was in their local mall and looked good to them, like straight leg jeans, t-shirts, flannels, button up shirts, throw on a denim jacket when it's a bit cold. That's about it, kind of like in that picture. Caring too much about clothes was considered to be gay.
Also, Backstreet Boys were a boy band with mostly young girls in their fanbase, so looking gay is part and parcel of it.
