Exactly, which is why the original source material (which this crappy movie has nothing to do with), the mask wearer becomes a psychotic superpowered serial killer called Big Head who makes a list of all the people who've wronged him in any way and he kills them.
A movie adaptation of this would be another Joker phenomenon but they've learned their lesson after that and won't ever greenlight another 2 hour movie of a white man going on a killing spree due to being treated like shit by clown world. Go read the comics, they're great.
