They only did that to sell he’s flying in front of a moving backdrop. Did that with 50s Superman TV show when FX was even more limited. Superman doesn’t always fly with his arms straight out like he’s doing the breast stroke. In comics only time he had his arm out is when he was doing the Superman pose
