It's not about an AI. The Government of Super Earth is clearly in control of the Federation, but whoever is in power (The state/The party) is clearly in absolute control of it all. The fact that we DON'T know who exactly the President of Super Earth is, not even their name, says more about the totalitarian nature of the state than anything else.
There's no telling wether the votes of anyone really account for anything because the whole democratic process is shrouded in the veil of 'no one ever actually gets to vote for anything'. For all we know the voting software machines aren't connected to shit.
