Ordering game codes from Amazon JP works for me, but I have ordered physical items to my address (in Canada) before. I also have a completely fake Japanese address on the account.
My brother actually tried to make an account earlier to buy the Pokemon Arceus code and it flipped out at him, so I'm not sure if those are stuck behind needing to order a physical item or something first.
