There are a couple companies selling the hybrid pv thermal panels you describe. Got some problems though. Solar heat panels typically heat the water up to near boiling levels, which is useful in reducing losses for pumping.
Photovoltaic panels want to be cool, liquid cooling them could make sense in some scenarios but typically the added cost is less than just adding more panels and not worrying about the efficiency drop from heat.
So if you make a hybrid heat + pv panel your pv wants to be as cold as possible, but you water wants to be as hot as possible, just not a very good mix.
Solar hot water is an excellent thing, used to be common in the US before the 1930's and is still common across the world. But just have water panels and pv panels as separate, combining them is more expansive than both independently and does a worse job at both things than each separately.
Possibly worth it if your extremely space constrained, like a tiny home or something.
