If you don't care about making it localized, then just ordinary fog will work like in pic related. Add some particle clouds you fly by and it's still to this day a really convincing effect. If you need to make it localized, as in a dust cloud only in one specific part of the field, that's a lot more complicated and there aren't really any great (i.e. easy) answers to that question.
