Possibly, I don't remember it being mentioned one way or the other, but the deadline being so close to the festival inconvenienced Shizune so she had a right to be annoyed.

She does some work herself. It was more that she was willing to risk tasks that were delegated might not get completed. The stall at the festival not having enough ingredients and many of her class not showing up on time are examples of her not being on the ball.

I wouldn't say lazy, but she puts off things like not telling Hisao she was asked to live in Scotland until Akira told him first.
