I honestly think EC doesn't look that bad considering many units are no longer stubborn or inexorable. You can't react to them. They'll strike first, your models will die first, and your guys will run away.

Many units lost their AP2 melee weapons, so cheaper palatines in 2+ with vanguard (3) and new AP3 weapons (with breaching 5+) by default will probably wreck 90% of units in 3+ and maybe some Tartaros terminators. Phoenix Termies lost their insane defense capability; in return, they are no longer penalized by -1A if they improve their WS. Spears with D2 on a charge will help break big 3+ 2w squads. Palatine and Phoenix sergeants are still potentially very strong in duels, especially with Prime Advantage, which boosts their WS and A. Kakophoni seems to continue their support role this time with Stuns (that turns off reactions—you only need to HIT the unit for a -2 Cool check to take place) from 36 away (+move). They divided melee characters into a duelist who will strike first (Lucius) and the deep strike guy (Eidolon). Yeah, he lost his fast hammer, but he still strikes faster than other TH/Fist D2 characters due to being EC. Fulgrim? I'm just happy he can now actually kill terminators with D2 attacks like other primarchs lol.

Reaction: I'm not sure if it's hereticus only, but removing statuses (i.e., removing the i1 penalty) and getting +S and FnP 6+ when someone charges you seems ok? Hereticus RoW might be good since removing statuses returns you to your normal Initiative, and +S will compensate for losing 1S on Phoenix spears (for 2+ against marines) and hammers (for 2+/3+ against T6/T7). Also, with +1S, new palatine weapons wound T4 on 2+.

While homogenization and simplification are undeniable, I think they tried to keep the spirit of perfectly planned operations of EC since they can't be countered by reactions (due to stuns from kakaphoni and new shriekers). IMO they kept their more or less strong melee focus without making it OP.
