Because Shadow does not know these other relatives like he does Maria and Gerald. He was not raised with them like he was Maria.

They were just friends before it evolved to family. Shadow was released from the pod as another creation like the biolizard, there were no familial ties until he existed long enough to be considered family to them. It’s not hard to understand especially with how Maria used to play with the biolizard when it was smaller compared to the intelligence Shadow shows right off the bat.

The difference between Silver/Blaze and Shadow/Maria is the key difference of the words Otōto and kyōdai and the context from the games. Blaze seeing Silver like “a younger brother” is a one way street that doesn’t describe how Silver sees Blaze. It accentuates that Blaze see’s him as inexperienced and naive like she says in 06 and as a Princess, she guides him in the right direction. Second, they aren’t raised under a parental figure like Shadow and Maria are, so there’s no real reason to see some kind of family tree type dissertation on why they’re actually siblings or found family or whatever.

Shadow and Maria on the other hand using kyōdai or siblings means it’s a two way street. Not just Shadow sees her as an older or younger sister or Maria sees him as a younger brother to imply a dynamic of experience, but just that their dynamic is of one siblings have which is accentuated by Gerald raising them. The context the games provide is important in understanding the difference in how these terms are used among characters. Ignoring that context and trying to homogenize the terms in favor of justifying your ship doesn’t help your case.
