Yes, Congress was receptive to Trump's creation of the Space Force because they were tired of giving the Air Force money for space projects that got turned into other uses via creative accounting or simple budget shifting. Having another branch means money given to it is isolated from the Air Force (service, not Department) and can't be reallocated like had been happening.
