I think to the above anon's point this is where ruthlessness and the mental fuckery of the suit can come in.
Parker is smarter, way smarter, but Gargan is an opportunist and the literal bug psychology the suit keeps pushing him towards makes him ruthless.
Maybe Scorpion can end up looking like this:
>He's an absolute beast against anyone less than Spidey, open the special with him leveling Daredevil or something
>Obsessed with getting free of the suit, villains like Norman and Ock manipulate him constantly using this to get him to do their bidding
>Quickly earns a reputation as not just a dickhead but someone with very dangerous focus, intensified the longer he's in the suit
>He's a boogeyman in NYC, like Adam Smasher in Cyberpunk - the suit is scary for sure but it's the fact he's willing to cross any line he needs to that makes him really dangerous
So, in addition to being strong enough to give Parker a run for his money if he slips, Mac's big strength is his willingness to cross the lines Spidey won't and to take options Parker's too goodie-two-shoes to even consider.
Even though Spidey would usually come out on top, it's never without damage. Gargan gets people hurt and killed, and it always ends up weighing on Peter when it happens.
After all, how was he not smart enough to save them from Mac fuckin' Gargan? Not fast enough? Not strong enough?
So Gargan's big threat would be him always doing damage to Parker's morale and psyche, win or lose. Before long Spidey could even start making mistakes because he's getting caught up in his own head over it while Gargan by contrast gets more and more primal thanks to the suit.
