Everything is always presented 100% seriously and supposed to taken 100% seriously, no matter how exaggerated and edgy it is, which is it's very appeal. This is true in books, games, codexes, art and everything else. It not being serious is just a cope for redditors and normalfags who have to gaslight themselves into being allowed to enjoy siding with authoritarian regimes.
It's also an unusually, extremely conservative setting given how it remained unchanged since it's first version, only with few things added on top. Any deviations from RT are miniscule, handling of 40k is incestuous and very self derivative, everything "new" is just a bringing back of old concepts and reinventing and re-imagining them, which includes "controversial" Primaris and Votann. This is in stark contrast to WHFB, which wasn't established until few editions in and then was getting retconned every edition and every event.
