Of course it is, potential energy and probability are just two different things lol. You can measure what causes the first. You can't measure what determines probabilities. There might be some model out there that even uses these words differently but these are fundamentally different ideas I'm referring to.

I'm not arguing that without the proper tools or in the future you can't measure anything. Obviously by that definition of Measurable everything could be Measurable in a deterministic world. When probably is invoked the cause isn't being measured is what I mean. What you would have then is certainty.

And also if you were deterministic then it's always the ever changing present, time is just distance. There's no such thing as potential outside of our perception.
