While there is a massive plot hole with the androids (Trunks directly name dropped 19 and 20 in the manga), Toriyama when retconning it was smart enough to throw in twists. 19 and 20 aren't the androids, so Gero goes back to his lab to get the real androids, but when they get there, 17 and 18 unleash a third android not even Trunks knows about, and Gero is terrified of, to escalate things further than before.
