China, Russia and the United States bear the most responsibility, though nearly every nation is culpable. We've proven ourselves utterly incompetent. By allowing criminals, schizos, and jump servers to operate freely, we've inadvertently created a slow internet, enriching Cloudflare and big techs.
The first world should immediately shut down domestic jump servers or at least fine them. We should also ban foreign IPs that allow these to operate unchecked, or alternatively, sever 99% of the undersea cables connecting us to such turd worldo. This is the simplest and likely the only effective solution. Lazy or malicious states should pay more in terms of both money and time, and the first world has a right to a decent internet.
