It is. I nuked a beast of nurgle earlier, by sending my dog at it, then shooting 2 puncture rounds and immediately following up with AV/BTL. It just fucking melted.
Try running Power DI and check your bleed damage on non-monstrosities. Chances are, puncture won't do a meaningful amount of damage to anything else, especially chaff, which the dog does surprising amounts of bleed to. Certainly enough to warrant the 1 point if you're already bringing dog.
I'd recommend you take Canine Morale, always. You already have the two damage buffs for the dog, it WILL just kill everything it pounces, short of an ogryn, and likely more often than every 5 seconds. Don't forget that the buff is team-wide, and 20% TDR and 2% toughness/sec are both pretty fucking huge. If I had to choose between either, I'd always take Canine Morale over Imposing Force. Otherwise just take both.

Concussive + Force of Will just combos too nicely, so I wouldn't drop it. Don't forget that Forceful also demands "staggering hits", which Concussive also helps with.
