Fhjull Forked-Tongue is not good, and he certainly isn't kind. He got conned into signing a contract to do good deeds, and he hates every second of it. He got brutalized, mutalated, and banished. He's hiding in the interplaner middle of nowhere in a effort to not be forced to help anyone.
The demons in planescape, and many of the races in all of D&D before 6e nu D&D crap couldn't go against their alignment. Telling a Modron to be unlawful is like telling a fish to walk on land.
