No that wasn't the plan, Neji never told em to go and pick with teams on their own as if they were hot shit. The plan was to scout for opponents, not to engage. After they found opponents they were supposed to go back to their meeting point, but Lee had to go and disregard orders, and get bodied. Neji had confidence in his own skills, but not so much in his teammates skills.
