Meiling is technically the strongest. She could absorb Qi from danmaku to disable danmaku. She could cultivate the whole Gensokyo. She could just cut off anyone's Qi and have them die instantly. Trust me I'm a cultivator. However, she's so cool that she just takes it easy or fools around instead of causing incidents. Noble.
