Probably because 17-18rds is a LOT of shots for a pistol (in a civilian life setting, you're not even gonna need a reload), and +30rds is plentiful for a rifle or subgun, making a great balance of capacity and length/bulk. If you need more than 30 shots in one go, you're probably using a support weapon which feeds from a belt.
That said, I'm not gonna say that people shouldn't experiment and try to come up with new ideas. I think the Calicos are cool as fucking balls, and I encourage capable people to try and invent nice things like these, maybe someone will come up with something really revolutionary, something that lets you fit fucking 50 rounds of 9mm in a handgun not that much larger than a service pistol, and which works with tremendous reliability.
