Unlikely that anyone sent Clover. I think Clover simply went there to prove himself that he was something more.
Until a monster shows him an ounce of motherly affection, to which he then immediately crumples over. As shown by Toriel and Martlet, he may have really been looking for a home.
Clover tried proving himself to be the hero, but in the end he was just a poser.
