I swear it makes sense in my mind
delves, chorfs, skaven and kureshi all have or have had technical connections with chaos but are at the end of the day one step removed from the conventional path to glory and normal aesthetic of the baseline chaos followers, forming their own respective societies of treacherous cunts, and their respective patrons don't truly fit the normal 8fold star of chaos
the east gets its own book so it doesn't have to taint the book of the men of the old world, and so I can make the factions poetic mirrors (empire:cathay, knights:samurai, ice:sand, land of a thousand mercenaries : land of a thousand gods)
plus this way I can pair the east with these evil factions, since the chaos dwarfs aren't that far off on the west of cathay, the snakemen are at the south, the dark elves come raiding the coast from the east, while the skaven also have some asian themes and a history and stretch of the underempire in there
