Yes, because civilians are HUMANS and they live in a regular city. The entire point of the AU is that almost everything is the same save some recently-introduced super-characters.
You can't fucking evacuate that many people. The scene with them being loaded into buses was fucking laughable. At least MoS had the decency to not fucking pretend that everyone was safe.
