The only canon mech I'm aware of with track has them pretty explicitly in the feet. It seems like it lets you squat down and let your tracks move for you.

I'm guessing the extra stability comes from having two feet on the ground and having your neuro helm and gyro give your mech a level of stability a conventional tracked vehicle can't normally achieve.
That and BT tracks are probably just better than real life tracks I guess.
