Because no one believes anyone will use a nuke because we are too afraid of them. Besides don't these people have tanks? Right now they are just moving missiles around. Where is the actual war? People fighting, artillery. Jets are great at attacking behind enemy lines, but they can't carry much. Artillery is where most of the explosive poundage of warfare happens.
