Architecture is art.
The building is not 99% of the time.
Any artistic and Asthetic parts of it are meant to add to the functionality.

With the exception of shrines and arguably churches, all Asthetics are meant to add to the utility of a building and the building is meant to function. If the building serves no purpose it is abandoned or destroyed no matter how beautiful it is.
This does not happen with art peices unless they are deemed "bad"...
But this will frequently happen with buildings that people deem beautiful.

And art gallery can go on tour, the same peices can be displayed in somewhere as beautiful as a historic museum or as functional as a warehouse. While you can say both aren't the same, a team goes through great lengths to make lighting, order and staging as close to what they intend as possible.
The gallery itself isn't art, but It is a way to experience the art.
The money exchanged to experience the art, is not art. It is a medium of exchange for the value of the experience.
The building housing it is not art. It may have architectural design, but that design is function as per demand, not an expression if human spirit.

However the key difference is when games are not treated as art, they transcend their own entertainment medium to produce the highest quality experience so amazing it is like exploring the Louve.
The Louve is not art, it houses priceless art and should be cherished and respected for it's ability to elevate art.
