It's not "worthless", it's superfluous and therefore low-priority.
Stunners tend to contribute 10~20% of damage total in the fight (with the higher end likely meaning you aren't playing them properly), and scaling it will ultimately increase your total score.
But scaling 100% of the damage is clearly more efficient, and that's exactly what you do when you're running Astral or Summit.
