I feel like theyre planning to develop Cosmo Canyon. When you visit it is full of tourists and just a bunch of guides. Buganhagen doesnt accept your experiences with the Planet and Weapons as seriously at first and actually scolds you a bit. But as we finish up some side quests and story we learn that Buganhagen feels like he is no longer as receptive to new info and that maybe he's been doing it too long.
I think this is also represented within the canyon itself. Its been around for so long it just became a tourist destination instead of a retreat for pilgrims truly dedicated to learning of the Planet. I do feel like once Meteor is in the sky, much will change at Cosmo Canyon and will lead into Red becoming the true servant of the valley.
