Solid choices New Zealand and Tasmania are on my list.i know Portugal is popular too. But its real hard to make a choice. you want stable lawful ans safe. But at the same time you want looses laws and regulation so you can build what you want, terraform and nobody can block it. in the same vein you want low cost but good services/economy/ infrastructure Schools/hospitals.

it has to regionally / politically stable for 40 years too... or at least remote like Ponta Delgada. far more viable with Starlink etc. but you depend on mail and world trade..

My dream would be an old farm with some Legal rights like water. Start basic bunker/off grid up over time
