You're assuming people always vote rationally, or don't vote tactically. As an example let's take a random anon, zack. He wants themes A or B to win but prefers A. If he believes B is winning, he can withhold his vote for that theme to give A a better chance of winning. This also increases the chance of theme C winning and in that case zack will skip the theme altogether.
It seems like anons vote for their favourite option, rather than against options they don't like, as seen by the low ratio of votes:voters, at least in recent polls.

In those cases samefagging isn't a big deal. What would be worse is a result no other anons voted for.

So in that case your theory held up.
This poll is interesting because it's pretty likely the album cover was samefagged, but the theme was not. a second round would not change the winner which was 90s trance but might have resulted in a different cover for the god album. There were five variations of a similar theme and perhaps anons thought one of them was sure to win so just picked their favourite, only to end with the unexpected result.
