Japanese studios are a bit of a exception since their industry is very streamlined for adapting manga that comes pre-packaged with great pacing/writing/composition
Hence they don't require little creative leg work on the artist's part to produce the animatic/story-board (Its probably still good work mind you but it adaption not an original creation)

Depends on which country you're in desu but from what i've seen the humble story-board is an essential step in every form of media even live-action ads/films need a storyboard for planning purposes and see big name story-board directors hired for lucrative commissions/salaries
