The 32X was a miscalculation, but it wasn't malicious.
Sega saw the Atari Jaguar, they went to SoA and said "We can't sit on our asses with the Genesis, we need a counter to it and the Saturn is too far away." So they released the 32X to counter it.
We now know the Jaguar was a piece of shit that didn't direct countering. But hindsight's 20/20, they didn't know that at the time.
Sega Japan actually offered the US branch to delay the Saturn for a better launch, SoA denied it because they couldn't wait because the Playstation was coming soon.
The Saturn was an engineering failure causing the console to come out too late and expensive, but it wasn't malicious.

Naka denies ever even talking with the Sonic Xtreme team. Even if you don't believe him, take this into account. NiGHTS was programmed in assembly by Japanese programmers and very fine tuned for NiGHTS only. STI programs in C and Sonic Xtreme had a completely different design from NiGHTS. Even if they got the engine, they'd have to change almost everything in order to get it to work.
