From what I know of Bungie they only really care about stats that is why I thought the Twitch viewer numbers probably didn't match their expectations and this change is how they address that.

People tend to switch off of a Contest stream if its just a black screen and Datto crying to his wifes boyfriend about hunters.
This will give the category an injection of new viewers once the worlds first is gained and allow the non contest ready streamers like Vtubers with a more general audience to bring eyes onto the game.

That's what I think it is anyway.
