Not quite correct, there were two main characters you played as: Krystal and Sabre. Sabre looked like a brown wolf (or maybe he was supposed to be a fox) and used a sword while Krystal used a staff, I think he was supposed to be the more melee character while Krystal was supposed to be more of a magic user. IIRC Krystal is also supposed to be his adopted sister.

It was Sabre that the higher ups (Likely Miyamoto, he was the one responsible for the same team turning what would have been a new Starglider sequel into the original Star Fox) thought could be replaced by Fox, and Krystal was then reduced to a damsel in distress role since they wanted it to focus on being a Star Fox game, and also because then they could no longer use the adopted sister concept and I assume they figured having a magic unga bunga fox girl running around with a sci-fi space fox would not make much sense. (Though Fix not being allowed to use his blaster also made little sense, their in-game excuse for it was pretty flimsy). Not sure how much of it was a suggestion or demand though.
