Because the chinkheld industry is built upon sourcing excess parts in bulk for dirt cheap. Not only would they need to budget for a second screen, but also ones with resistive touchscreens where capacitive touch screens are the norm, also they would probably both need to be different screen sizes like the DS had. On top of this, the use case for such a device is limited to DS/3DS and maybe Wii U games if it was powerful enough, with the bottom touch screen being a novelty at best with possible CFW and just useless for everything else at worst, so it would probably just sell like shit. The only device that recreated this form factor is the AYANEO Flip, which was $700 for the first model and over $1000 for the upcoming one, which at that point you could buy a used 3DS and mod it for a fraction of the money to exclusively play DS/3DS/GBA games on.
