Hard disagree, Vtmb is the most interesting when it's a spy thriller/mafia story with vampires, Jack uses the rumors and superstitions of kindred society as a basis to set up the trap, that is more interesting than just another big bad monstr to kill.

They are dumb and cartoonishly evil and arrogant because they can get away with it, because humans and weaker vampires are easily controllable and pushed around, imagine the average asshole middle manager with supernatural powers, imagine an annoying HR person that can magically dominate people.
