Anon, most Superman villains are "very strong guy who is also the worst person you know", and every one who isn't is just Lex with a different gimmick and also maybe god-like in a different way.

Mxy is maybe an exception, but he might be too much for the second Superman movie. Just dropping the audience into an established DC universe was already too much for some people, anything Mxy does would break them.
