I think gimmicks are easier to counter than fundamentals, but not necessarily worse. I feel like great players are much more consistent at not only avoiding gimmicks, but directly countering them as well. A good player knows to FH or DI out Olympia's gem. A better player will either parry, FH and counter, or preemptively intercept the gem with a disjointed normal. The risk:reward is work volatile against a better player, you're risking giving your opponent 3s of invulnerability or a reversal, and you're also less likely to get a conversion off of gem.

That said, there are gimmicks you should always be using. Every one of Kragg's specials. Olympia's FADC. Forsburn's smoke. Most characters' gimmicks are so versatile that I feel like it's easier to overwhelm people with mix-ups than it is to play perfect neutral with normals.
