Zhu Yuan and her whole squad aren't actually stationed generally in the Janus district/Lumina square. They let us know really early on they're just there temporarily and are going to be heading back to their original posting soon.
The implication is high that they are stationed in either the Throne district or a new upcoming area even later than that so they're laying off on PUBSEC characters and they'll resurge massively in importance in that region, likely paired with Seth's brother
