She's right after Yi Xuan, and everyone knows a Miyabi re-run is right around the corner. So most people tapped out their resources for Shifu and are now saving for Sword Fox. I honestly don't expect the Spookie Shack characters to do particularly well either.

She's not particularly shipped with the Proxy narratively, unlike Trigger and Vivian, who were partially carried sales-wise by their thirst. she's also not massively plot-relevant, unlike Yi Xuan.

Also, she's an Aftershock Fire Stunner. Aftershock in general is kind of boring, and almost everyone has Koleda and the sweaty try-hards have Lighter. Stunners aren't in the best place right now anyhow.

Honestly, Ju Fufu doing well would have been wildly unlikely.

Well, that's kind of the problem for the devs right now. At this point, consistent players have characters capable of fulfilling most roles. New characters either have to offer something new (Rupture), be better gameplaywise (Powercreep) or be actually interesting characters that are well-written (impossible).

Yi Xuan fulfilled the first two (arguably the 3rd, as it's subjective). Ju Fufu doesn't really offer anything new. She's not wildly better than Trigger in the role she has and her writing, while solid enough, is hardly groundbreaking.

Trigger does a very similar role to Fufu so you're not missing out on much if you skip.
However if you have Yixuan you probably want Fufu.
Also Fufu is top tier for any characters that are dependent on ultimates, crit damage and a lesser degree chain attacks.
If you have DPS who want to do those three things Fufu is very good. Evelyn is a good example of that.
I rolled Fufu because I needed a Koleda replacement for Evelyn and a stun for Yixuan and I'm very happy. She's a very easy to use stun unit and highly effective.
But definitely not a must pull.
