Artifacts that can contain worlds within themselves are a common enough idea, so maybe Midna has the Twilight Mirror and it contains a Twilight Realm within it.

I could see her cultivating Divine Delusion and Soul Compass, and as a natural born Twili the inner world she forms through DD is a Twilight Realm.
