Aren't you people at the same latitude as northern Canada? They have literally a million lakes up there. Why don't you just build more reservoirs and have them fill up during the rainy season so you don't have these problems with reservoirs built 300 years ago? Lake Mead was built less than a century ago to support the needs of a literal desert metropolis and it's still full enough to also support a huge hydroelectric plant.
