The cartels all need to be run by figures who are basically intelligence agency assets who form a governing body between all the cartels like "The Commission" the Italian American Mafia formed in the early days to keep the money flowing in and the heat down. The American Mafia did a lot of good back in the day and they were known for dealing with petty, unaffiliated criminals harshly, it's good for the community and public relations and helps maintain a positive image where it's critical. If the narco wars continues to get worse, Mexico runs the risk of actually being invaded by America or other parties on top of collapsing entirely outright if things spiral out severely enough.
Big reason I'm saying this is because some cartel assholes went to Ukraine and committed terrorist massacres on BOTH sides of the border like ABSOLUTE MONKEY RETARDS. Only a dumb motherfucker would rape, rob and murder a bunch of innocent Russian women and child before leaving them in mass graves before returning back to Ukraine to do the exact same shit against their employers civilians. (Many of the offenders who did this are either already dead or are basically scheduled for unavoidable deaths by international intelligence authorities)
