Because it absolutely didn't transfer into their final semi-photorealistic artstyle AT ALL.
If they went with something like Clash - Artifacts of Chaos' hatching shader it could've worked but instead you got an unappealing mess.

I wouldn't be surprised if that was one of the reasons how they managed to waste so much money on the game:
They made pretty much ALL of their assets, down to insignificant shit like cooking spatulas, instant noodle containers or dozens of different futuristic porta potties, from scratch but probably couldn't decide on an artstyle and kept scrapping their stuff over and over.
