That is not reasonable to assume, no. They're going off of the MMR of each team. You can calculate how likely you are to win in chess vs Magnus Carlsen with just your ELO rating and his, you don't need a combined average winrate over some arbitrary number of games.

Similarly, you could be on a 10 game losing-streak and still be favored to win vs someone on a 10 game winning-streak. How? Well, you're a plat player on a bad day and they're a gold player having a great day. It's not hard.

I think this is way more likely to be a game design problem than a matchmaking one. Tanks, for example, are way more important for the flow of the game than DPS are, so if your tank is under-performing compared to the enemy tank then you're probably going to get stomped. This game also snowballs very hard and it's not difficult to imagine that in a low communication environment (ranked) this becomes a much bigger issue than in an ideal scenario like high level play or playtesting.
